What is the mandatory Preferred Generic Program for non-biologic specialty drugs?

On September 18, 2025, the OSSTF ELHT Board approved a motion to implement the mandatory Preferred Generic Program for specified non-biologic specialty drugs effective November 1, 2025. As part of this program, coverage for newly approved claims for certain non-biologic specialty drugs will be limited to the preferred generic equivalent drug available through MemberRx. In these cases, no portion of an associated brand name drug will be covered. This program is designed to generate additional savings for the OSSTF ELHT which will be used to help ensure the sustainability of the OSSTF Benefit Plans.

In rare instances, an individual cannot tolerate the generic drug, or it is therapeutically ineffective. When this happens, medical evidence can be submitted to support why the brand-drug is being prescribed by applying for an exception to the FACET team. Requests can be faxed to1-844-446-1575 or emailed to OTIP@facetprogram.ca.
