This memo is to ensure that all Bargaining Unit Leaders are aware that OSSTF Benefits has been setting up all new location/classes under the OSSTF Benefits plan on a direct billed basis for the payment of member benefits contributions by newly eligible long-term assignment education workers.
New location/classes for Long Term Assignment Education Workers for all OSSTF Education Worker Bargaining Units were established effective September 1, 2020 and they have all been set up on a direct billed basis for member benefits contributions, rather than through payroll deductions.
The process for establishing the direct billing of member contributions is that during the enrolment process, if a member elects to participate in benefits that are partially (health and/or dental benefits) or fully (Optional Life Benefits) member paid, a PAD (pre-authorized debit) authorization for the payment of member contributions from their bank account is required to be completed. Member contributions from the effective date of coverage will be withdrawn from the member’s bank account on the 10th calendar day of each month, or the next business day after the 10th of the month.
This change does not apply to the location/classes that have always been and continue to be in force for your permanent members. The member contributions towards the benefits for current and new permanent members remain on a payroll deduction basis.
